Bridges the ArbOsHooks trait to the arbos crate’s TxProcessor which
contains the core fee accounting logic.

§tx_proc: TxProcessorPer-transaction processor state.
arbos_version: u64Current ArbOS version.
network_fee_account: AddressNetwork fee account from ArbOS state.
infra_fee_account: AddressInfrastructure fee account from ArbOS state.
min_base_fee: U256Minimum L2 base fee from L2 pricing state.
per_block_gas_limit: u64Per-block gas limit from L2 pricing state.
per_tx_gas_limit: u64Per-tx gas limit from L2 pricing state (ArbOS v50+).
coinbase: AddressBlock coinbase (poster address).
is_eth_call: boolWhether this is an eth_call (non-mutating).
l1_base_fee: U256Cached L1 base fee for poster cost computation.
calldata_pricing_increase_enabled: boolWhether calldata pricing increase feature is enabled (ArbOS >= 40 + feature flag).
collect_tips_enabled: boolWhether tip collection is enabled (ArbOS >= 60 + state flag). When true, the priority-fee tip is paid to coinbase rather than dropped.
